Apprentissage social à l’hôtel de ville : obstacles et solutions pour tirer le meilleur parti des conseils communaux à Bruxelles

Résumé 

Quelles sont les conditions de l’apprentissage social au sein des conseils communaux ? Alors que la méfiance de l’opinion publique à l’égard de la démocratie représentative a favorisé l’émergence d’approches participatives en matière de politique générale et d’élaboration des politiques, nous remettons en perspective les délibérations entre conseillers communaux en région bruxelloise. 

 

L’apprentissage social est une dynamique cognitive et sociale qui facilite le développement de conceptions communes et de consensus, ainsi que la prise de décisions. Un modèle de recherche multiméthodes a été mise en œuvre, comprenant des entretiens avec des directeurs généraux et des présidents de conseil, ainsi que des groupes de réflexion avec les chefs des groupes politiques. 

 

Premièrement, nous constatons que les membres des conseils ne sont pas égaux vis-à-vis de l’apprentissage social eu égard à leur motivation, à leur âge, à leurs compétences linguistiques, ainsi qu’à leur niveau d’expérience politique et juridique. Deuxièmement, les conditions nécessaires à la cordialité et à la confiance entre les conseillers, qui sont déterminantes pour l’apprentissage social, ne sont pas toujours réunies. Troisièmement, un jeu politique plus proche de la rivalité et de la conflictualité que de la collaboration entrave les échanges d’informations entre conseillers. La pression de groupe limite leur liberté de réflexion sur les politiques. 

 

En conclusion, nous envisageons des solutions pour surmonter ces obstacles à l’apprentissage social au sein des conseils communaux.
